The Opportunity
We are supporting a major UK infrastructure organisation in appointing two Programme Technical Manager to lead the delivery of large-scale water and wastewater treatment programmes valued between £500m – £1bn.
This is a senior leadership role with real influence—shaping technical strategy, driving performance across multi-disciplinary teams, and delivering critical infrastructure that supports long-term environmental and community resilience.

Key Responsibilities

Lead and develop multi-disciplinary engineering teams, from junior engineers through to principal level

Take ownership of technical delivery across major infrastructure programmes from concept through to handover

Ensure projects are delivered to time, cost, quality, and safety expectations

Collaborate with internal stakeholders, contractors, and consultants to manage risk and drive outcomes

Build and maintain strong relationships with senior leaders, partners, and regulatory bodies

Drive continuous improvement, innovation, and best practice across programme delivery

Support strategic planning including business cases and technical project briefs
Requirements

Chartered Engineer (or equivalent) with relevant professional membership

Strong background in technical leadership within infrastructure, construction, or engineering environments

Proven experience delivering complex, multi-year programmes

Strong commercial and contractual awareness

Experience with risk/value management across the full project lifecycle

Ability to lead, coach, and develop high-performing teams

Understanding of regulatory frameworks impacting infrastructure delivery

Water sector experience advantageous but not essential
