We are seeking a Procurement Manager to work in the councils Corporate category - covering construction projects and regeneration in city of Leicester. This role is pivotal in managing the procurement of high-value/risk goods, works, and services, driving service delivery to the council’s customers and achieving strategic procurement objectives. The role has only come about due to current post holder promotion.
Day-to-Day of the Role:

Provide clear direction and manage team performance by setting objectives, agreeing outcomes, and holding individuals accountable.

Foster a culture of respect and diversity, adapting leadership style to ensure positive outcomes.

Utilize HR tools for effective people and performance management, including Quality Conversations and continuous improvement practices.

Inspire creativity and innovation within the team, supporting development and encouraging autonomy.

Manage a wide range of procurement processes and tasks, including planning, documentation preparation, market engagement, and contract negotiations.

Lead or participate in cross-functional teams to deliver significant high-value/risk procurement projects.

Ensure adherence to the council’s contract procedure rules, Public Contracts Regulations 2015, and other relevant legislation.
Required Skills & Qualifications:

Extensive experience in Public Sector procurement, tendering, and contract management, particularly with complex, high-risk, and high-value projects.

Proven ability to recruit, coach, and develop procurement staff.

Strong ICT skills, particularly in Microsoft Word, Excel, and email.

Demonstrated success in achieving savings and service improvements through strategic procurement.

In-depth knowledge of contract law and UK public procurement law.

Understanding of local government environment, efficiency agendas, and the application of risk management techniques.

Member of CIPS or equivalent procurement experience.
