Procurement Manager
  • Annual Salary: £48,000 plus excellent local authority benefits
  • Location: Leicester (Hybrid - 2 days in office per week)

We are seeking a Procurement Manager to work in the councils Corporate category - covering construction projects and regeneration in city of Leicester. This role is pivotal in managing the procurement of high-value/risk goods, works, and services, driving service delivery to the council’s customers and achieving strategic procurement objectives. The role has only come about due to current post holder promotion.

Day-to-Day of the Role:
  • Provide clear direction and manage team performance by setting objectives, agreeing outcomes, and holding individuals accountable.
  • Foster a culture of respect and diversity, adapting leadership style to ensure positive outcomes.
  • Utilize HR tools for effective people and performance management, including Quality Conversations and continuous improvement practices.
  • Inspire creativity and innovation within the team, supporting development and encouraging autonomy.
  • Manage a wide range of procurement processes and tasks, including planning, documentation preparation, market engagement, and contract negotiations.
  • Lead or participate in cross-functional teams to deliver significant high-value/risk procurement projects.
  • Ensure adherence to the council’s contract procedure rules, Public Contracts Regulations 2015, and other relevant legislation.
Required Skills & Qualifications:
  • Extensive experience in Public Sector procurement, tendering, and contract management, particularly with complex, high-risk, and high-value projects.
  • Proven ability to recruit, coach, and develop procurement staff.
  • Strong ICT skills, particularly in Microsoft Word, Excel, and email.
  • Demonstrated success in achieving savings and service improvements through strategic procurement.
  • In-depth knowledge of contract law and UK public procurement law.
  • Understanding of local government environment, efficiency agendas, and the application of risk management techniques.
  • Member of CIPS or equivalent procurement experience.
