We are currently working in partnership with a Local Authority based in Hertfordshire, who are looking to appoint a
Corporate Procurement Officer
on a temporary basis, with the potential to become permanent.
This will be a full-time position based in Hertfordshire, offering
hybrid working (2–3 days working from home)
and an hourly rate of
circa £19.50 PAYE
, depending on experience.
The ideal candidate will have experience working within a local authority procurement environment, a strong understanding of public sector procurement legislation, including the
Procurement Act 2023
, and be actively working towards an
MCIPS Level 2 qualification
.
Duties will include (but are not limited to):

Providing procurement and contract management advice to officers across the organisation, including support on lower-value procurement exercises

Managing and progressing procurement projects and contract activity, ensuring key actions, deadlines and documentation are completed in line with governance requirements

Undertaking commercial and procurement analysis to support informed decision-making, identify risks and opportunities, and provide insight to stakeholders

Preparing and issuing procurement and contract documentation, reports, guidance notes and associated materials throughout the procurement lifecycle

Supporting the delivery and management of procurement projects and contracts ranging from below-threshold procurements to high-value contracts worth several million pounds

Advising officers on procurement activity both above and below public procurement thresholds, ensuring compliance with the Procurement Act 2023 and wider regulatory requirements
Experience required:
-
Previous experience working within a local authority procurement function

Experience operating within public sector procurement regulations and procedures, ideally including the Procurement Act 2023

Proven ability to manage multiple priorities simultaneously and effectively engage with stakeholders to drive actions forward
Qualifications and knowledge required:
-
Currently working towards an MCIPS Level 2 qualification

Sound knowledge of the Procurement Act 2023

Knowledge or experience of JCT construction contracts, particularly within housing, construction procurement or local government environments
